Late Dr. Arun Raizada

Late Dr. Arun Raizada was a distinguished clinical biochemist, co-founder and former Vice President of PQSDF, who dedicated over 42 years to advancing healthcare diagnostics. A Past President of ACBI and IABS and Senior Life Member of ACBM, he held leadership roles at premier institutions including Escorts Heart Institute and Medanta – The Medicity as Head of Clinical Biochemistry.

An accomplished academician, NABL auditor, and mentor to numerous DNB and PhD scholars, he was widely respected for his commitment to laboratory quality and professional excellence. Recipient of multiple national honors, including the Health Icon Award by the Government of Uttar Pradesh, Dr. Raizada leaves behind a lasting legacy of knowledge, integrity, and inspiration in the field of laboratory medicine.

Dr. Saurabh Garg

Director

Dr. Saurabh Garg serves as one of the chief directors of PQSDF, providing visionary leadership to its mission of advancing quality healthcare services across the nation. With a strong foundation in strategic execution, public sector alignment, and healthcare innovation, he plays a key role in driving initiatives focused on laboratory quality systems, professional skill development, LIMS implementation, and the creation of quality-appropriate healthcare infrastructure. He believes that lasting improvement in healthcare delivery can only be achieved through empowered professionals, strong institutional systems, and a sustained commitment to excellence.

Through Dr. Garg’s guidance, PQSDF continues to build impactful programmes that strengthen capabilities, improve standards, and expand access to reliable healthcare services. His leadership reflects a rare blend of innovation, practical foresight, and social commitment, positioning PQSDF as a meaningful force in the transformation of healthcare quality in India.

Dr. Amita Garg

Director

Dr. Amita Garg is a distinguished leader and Director at PQSDF, known for her blend of academic excellence and strategic vision. She holds a Ph.D. in Philosophy from Awadh University, with additional expertise in sociology and political science. She has over a decade of leadership experience, contributing to strategic planning, financial management, and operational excellence. At PQSDF, she helps guide initiatives in healthcare, infrastructure, and community development, ensuring they are impactful, sustainable, and rooted in strong standards of quality and governance. Her commitment to social responsibility and inclusive development continues to inspire meaningful progress across communities.

Mr. Abhay Agrawal

Director

Mr. Abhay Agrawal is a dynamic leader and Director at PQSDF, bringing strong expertise in healthcare manufacturing, strategic leadership, and innovation. He holds a Master’s degree in Science from IIT-BHU, Varanasi, and combines deep technical knowledge with business acumen to drive impactful outcomes by playing a key role in strengthening manufacturing capabilities, driving innovation in diagnostics, and building a robust presence in the healthcare sector.

At PQSDF, Mr. Agrawal provides strategic direction and guidance, contributing to the foundation’s mission to strengthen healthcare systems, improve infrastructure, and deliver scalable, high-impact social initiatives. His leadership is rooted in excellence, collaboration, and a strong commitment to sustainable development.

Dr. Amit Shrivastava

Chief Manager

Dr. Amit Shrivastava as the Chief Manager of PQSDF, Lucknow, brings over 16 years of expertise in teaching and laboratory medicine. He holds a Ph.D. in Medical Biochemistry from Jiwaji University, Gwalior, and previously served as Assistant Consultant in Biochemistry at Medanta Hospital, Gurugram. For the past six years, he has been leading quality improvement and capacity-building initiatives for government hospital and medical college laboratories under PQSDF.

Under his supervision, the “Laboratory Quality Management System and Internal Auditor Training Programme” (ISO 15189:2012 & 2022) earned NBQP accreditation (2021–2024). He has spearheaded extensive training across Uttar Pradesh on internal quality control, Westgard rules, EQAS, sample collection, safety, and biomedical waste management.

A life member of ACBI and IABS, and member of ACBM, Dr. Shrivastava has authored over 12 publications in reputed journals and serves as an editorial board member and reviewer for leading scientific publications.

Mr. Manish Kainth

Chief General Manager

Manish Kainth is the Chief General Manager at PQSDF, with over 20 years of experience in program management, operations, and strategic partnerships across the social and healthcare sectors. He has a strong track record of leading large-scale initiatives and building impactful programs that drive sustainable social change.

Before joining PQSDF, he worked with leading organizations such as GVK EMRI 108 and Piramal Foundation, where he played a key role in strengthening healthcare delivery systems and community-focused interventions. At PQSDF, he is responsible for driving CSR strategy, developing partnerships, and scaling programs across healthcare, skill development, and digital initiatives.
